Helen Austin, Chief Solutions Architect, SBR Program

Helen Austin is the Chief Solutions Architect for the SBR Program, and leads a team of senior solution architects providing solution integration across the multiple facets of the SBR solution. Prior to joining SBR, Helen was Assistant Secretary Transaction Delivery for the Access Card Program in the Department of Human Services, on secondment from Centrelink where she was National Manager Corporate Systems and Data Services. She has spent most of her IT career as a solution architect for complex government systems and has worked as a business architect for a company developing expert systems. She is a Fellow of the Australian Computer Society.

Jason Daniels, Partner, PricewaterhouseCoopers

Jason Daniels is a Partner with 15 years experience in the firm. Jason currently leads PricewaterhouseCoopers XBRL efforts and has been working with XBRL since 2001. For several years, Jason has led a team responsible for developing and implementing Value Financials, PricewaterhouseCoopers best practice financial statement preparation tool. This is now used by over 250 clients including National Australia Bank, BHP Billiton, Rio Tinto as well as several state and Australian government agencies for the preparation of audited financial statements.

Jason works with these clients to streamline their reporting processes and improve the quality of financial statements being produced. Jason has also been responsible for two key projects surrounding the use of XBRL within PwC to streamline the preparation of financial statements, work
papers and income tax returns.

Dr Ken Henry AC, Secretary to the Treasury

Dr Ken Henry AC, Secretary to the Treasury

Dr Henry has been Secretary to the Treasury since April 2001. He is Chair of the Review into Australia's Future Tax System, Chair of the Standard Business Reporting Board, Chair of the Advisory Board of the Australian Office of Financial Management, Chair of the ANZSOG Research Committee and Joint-Chair of the Trans-Tasman Banking Council. He is also a member of the Board of the Reserve Bank of Australia, the Board of Taxation, the Board of Infrastructure Australia, the National Broadband Network Panel of Experts, the Council of Financial Regulators, and the COAG Working Groups on the Productivity Agenda and Indigenous Reform. Dr Henry is Alternate Governor (for Australia) of the International Monetary Fund.

Dr Henry joined the Treasury in September 1984 following a short career in academia. He holds a first class honours degree in economics from the University of NSW (1979) and a PhD in economics from the University of Canterbury, NZ (1982).

Dr Henry was awarded a Companion of the Order of Australia General Division (AC) in the Australia Day Honours 2007.

In his spare time, he helps his wife care for injured and orphaned native animals and takes a keen interest in native animal welfare issues. He is a former President of Wildcare Queanbeyan.

Mark Johnson is PricewaterhouseCoopers Chief Executive in Australia and a member of the Firm Executive. He is responsible for the strategic direction of the firm and passionate about driving exceptional client service and fostering a culture of high performance.

Mark has held leadership positions with the firm for the past 14 years and has extensive experience in development and lead execution of strategy.
Prior to his current appointment, Mark held the positions of National Managing Partner Businesses and Australian Assurance Leader, in addition to serving on the Global Assurance Leadership Team.

An active client-facing partner, Mark has led the audits of a number of PwC's major clients and provided a range of other related accounting, control and governance services to many of Australia's largest companies.

He is a former member of the Australian Auditing and Assurance Standards Board and is currently Deputy Chairman of the Finance and Reporting Committee of the Australian Institute of Company Directors.

Frank J. Jonker CPA (1962) is CEO of CreAim LTD since 2000. CreAim is specialist in the field of XBRL and CreAim provides services to leading accounting organisations. The main goal of CreAim is developing a safe and reliable infrastructure and building targeted and user-friendly online software for banks and accounting organisations.

Jonker has 16 years of experience as a public accountant and partner at KPMG the Netherlands. He has also written several articles about financial reporting standards. Jonker has much experience with creating and controlling divergent financial reports.

Since 1999 Jonker has been involved actively in developments in the field of Standard Business Reporting (XBRL). As CEO of CreAim LTD Jonker ensures that all software is ready to process XBRL. Jonker also has been involved in several initiatives to stimulate the use of SBR in the market. Jonker is active in numerous working groups of the Dutch SBR programme.

Bettina Konti, Assistant Commissioner, Online Strategy & e-Security, ATO

Bettina Konti is the Assistant Commissioner responsible for Online Strategy and e-Security at the Australian Taxation Office (ATO). She has over 20 years experience in tax administration, has a background in user centred design, and is currently focussed on a range of whole-of-government programs and initiatives aimed at simplifying services for citizens and reducing the reporting burden for businesses in their interactions with government.

Angela MacRae, Commissioner, Productivity Commission

Angela MacRae was appointed as a part-time Commissioner with the Productivity Commission in March 2007.

Angela has worked as an economic consultant with a primary focus throughout her career on taxation and superannuation issues and their practical application to the private and public sector. In more recent years, she has worked on issues relating to small to medium sized businesses. Angela's early career was spent in the Departments of Treasury and Prime Minister and Cabinet and the New Zealand Treasury. In the lead up to the tax reforms of 2000, she was the tax reform spokesperson and National Tax Director for CPA Australia. Subsequent to the implementation of GST and PAYG, Angela was contracted to the Prime Minister's Office to assist in tax reform implementation.

In 2003 she was awarded the Centenary Medal for service to Australian Society and to tax reform.
Angela was a member of the Taskforce on Reducing Regulatory Burdens on Business, which reported to the Prime Minister and Treasurer in 2006.

John McAlister, Team Leader, Standard Business Reporting

John McAlister is currently a Team Leader in the Standard Business Reporting Program. Leading the General Ledger Reporting Team, John is responsible for the delivery of SBR's financial reporting Taxonomy as well as assuring each of the 12 participating agencies are ready for SBR implementation. John is a recognised leader and strategic thinker with an attitude and enthusiasm for achievement. In both the public and private sectors John has led strategy, design and the implementation of change, particularly from 'old' to new technology, delivering credibility and confidence in business and administrative systems and programs at low risk.

This is demonstrated through his current role in the Standard Business Reporting Program, and his previous leadership of major projects such as e-tax, the Tax Office flagship online product for Individuals and positioning of e-tax as the major tool for developing and delivering pre-filling initiatives. John's interpersonal skills have enabled him to build strong relationships with key stakeholders across government, with software developers and tax agents, while promoting a strong user-centred, co-design perspective.

Paul Madden is the Program Director for Standard Business Reporting which is being led from within the Australian Treasury. He is responsible for the overall Program including design, development, stakeholder relationships and management, and implementation. Paul also coordinates the work of teams in the other agencies in this multi-government agency Program. Prior to taking up this role, Paul was a First Assistant Commissioner with the Australian Tax Office responsible for the overall design (systems and business process) of a major transformation program, as well as developing business and systems designs to support policy and administrative reforms with a client and staff experience focus.Within the Tax Office, Paul also had responsibility for Whole of Government service delivery and interoperability, and was the ATO's Business owner for On-line Security and Authentication Processes.

He was a member of the OECD Taxpayer Services Group and was responsible for adoption of open standards for compliance reporting and record keeping. Paul played a major role as the Project Manager for systems delivery of a major Tax Reform in 2000. He has since led subsequent reform projects and has managed the ATO's overall systems development function.

Patrick started his career as a Chartered Accountant. After working in Senior Accounting roles in a number of organizations, including IBM, Unisys and ExxonMobil, he decided on a career change and spent a number of years in operational roles in an Outsourcing Company, including General Manager - Operations and Vice President - Utilities. 16 months ago, Patrick decided to pursue a new career in government and joined Statistics New Zealand. Patrick is a member of the Statistics New Zealand Board and has the title of Deputy Government Statistician - Collections & Dissemination.

Jennifer Peebles, Product Manager, Frontier Software Jennifer joined Frontier Software in Melbourne in July 1994 as Consultant/HR Officer later transferring to the Sydney office.
She has been involved in the development of Frontier Software products, specifically in the areas of Contractor Billing and Invoicing and the development of an Internet Payroll Solutions.

In her role as a Consultant and Project Manager, Jennifer has:

  • created documentation for Frontier Software products,
  • developed and delivered training and conference presentations,
  • conducted business analysis,
  • project managed and implemented in-house and outsourced solutions at many commercial, industrial, government and not for profit sites.

Jennifer's current role is that of Product Manager, where she responsible for the management of all Frontier Software products from design to delivery.

Sylvester Schenk (1962) studied Dutch law and tax law at the universities of Nijmegen and Tilburg. Sylvester started his career as a junior tax consultant for one of the Big Four (the four largest international accountancy and professional services firms) in 1986 and is currently (since 1999) senior vice-president of the 'GIBO Groep BV', and in charge of the legal and tax department. GIBO Group is a leading Dutch accounting and advisors company, which roots derives from the agricultural sector. GIBO Group is the accountant and tax-advisor for about 20,000 small and medium sized companies in the Netherlands. GIBO employs about 1,500 employees in about 70 offices throughout the Netherlands. Since 2006 Sylvester is the president of the 'Nederlandse Federatie van Belastingadviseurs', a professional organisation of about 3,000 independent tax advisors which has its registered seat at The Hague. Sylvester has published several articles and books in the fiscal domain.

As a tax advisor Sylvester's main interest lies in the field of tax advising and tax return forms, in which Standard Business Reporting (SBR) is a major issue. SBR can help to reduce the administrative burden, especially by using the information of the annual accounts for tax compliance purposes. GIBO Group is involved in a number of pilots which goal it is to reduce and simplify the annual tax return forms for the Personal income tax and the Corporate Income tax. Since 2005 Dutch companies are obliged to file their income tax forms through the internet. This information can also be used by the Chamber of Commerce, the Statistics Office and the Social Security Institutions. The majority of the personal income tax forms is voluntarily being filed through the internet as well. For this purpose ongoing simplification of tax laws is of significant importance.

Paul was amongst the first members of XBRL and is co-founder and vice chair of the Dutch jurisdiction of XBRL International and one of the driving forces behind the global adoption of XBRL. Paul has a background in finance and accounting and is involved in pragmatic implementations of digital reporting. As a member of the International Specification Workgroup, chairman of the section Technology of XBRL The Netherlands, member of the Implementation Group of XBRL-UK, the Tools Section of XBRL-Germany and the CRAS workgroup, Paul has gained recognition as an expert in definition and deployment of the standard. Paul was founding board member and director of the 'XBRL in Europe' consortium.

Paul was the initiator of the first XBRL projects in Europe and involved in the Netherlands Taxonomy Project for nationwide implementation of XBRL for all Dutch enterprises.
He has a history in finance and accounting, the financial consolidation industry, decision support and executive information systems, business intelligence and data warehousing as well as semantic modeling solutions and XBRL standardisation.

John Stantial is Director of Financial Reporting for United Technologies Corporation, a $40+ billion conglomerate whose businesses include Carrier heating and air conditioning, Otis Elevators, Pratt & Whitney engines, Sikorsky helicopters, Hamilton Sundstrand aerospace systems and UTC Fire &
Security Systems. His department is responsible for all statutory filings, including XBRL furnishings, government reports, annual reports and all financial accounting and reporting policies of United Technologies Corporation. John has over 20 years of combined public and private financial
experience including previous positions as a Chief Financial Officer of an aerospace manufacturer, Vice President of a Heavy and Highway Contractor, Director of Finance for a cell tower manufacturer and Controller of an aerospace business within the Czech Republic. John graduated from the
University of Massachusetts with a BBA.

Peter Switzer is an expert on money and business in Australia. Apart from running his successful publishing business, Switzer Media and Publishing, he is the founding director of Switzer Financial Services - an accounting, business and financial advisory company.

Peter is an award winning broadcaster, twice runner up in the Best Current Affairs Commentator award for radio behind Alan Jones. Previously a prominent radio commentator with the Triple M and the Australian Radio Networks, his background working in the media with the likes of Doug Mulray
and the team from the Panel has also given him a unique sense of humour.

Peter was also the official economics commentator for the Sydney Olympics. A former lecturer in Economics at the University of NSW, Peter is also the small business editor for The Australian newspaper, columnist with the Daily Telegraph, host of the 2GB small business show, and author of the book 350 Ways To Grow Your Small Business, a local business best seller that has been translated for the Chinese market! Peter's other books include GST: Your Questions Answered which sold over 120,000 copies. Peter is also the host of Talking Business for the Qantas in-flight service Radio Q, the Money Coach on Sydney's ABC's 702 radio station with James Valentine, commentator on Vega FM, and a finance commentator for Yahoo! 7.

Geoff Turner

Geoff Turner is currently a Team Leader in the Standard Business Reporting Program within Treasury. Leading the Core Services team, Geoff is accountable for the design and delivery of the core services components of the SBR solution and to ensure that accounting and financial software
developers are e fully engaged in the delivery of SBR.

With over 30 years experience in Commonwealth administration across accounting, budgeting, procurement and IT delivery, Geoff has demonstrated his expertise and insight through his current role in the Standard Business Reporting Program, and previous leadership of major projects including Tax Reform, Excise Collections and ATO Change Program.

Jason Daniels is a Partner within the Private Client Services practice in Brisbane providing a broad range of tax, accounting, payroll and business advisory services to some of Australia's best known privately owned businesses. In addition to his client commitments, Jason has lead the firms
XBRL efforts in Australia since 2001. He has served as part of the leadership of XBRL Australia during this time and has presented thought leadership pieces at various XBRL conferences over the past 8 years. Jason has lead two key pilot project which have leveraged XBRL within the firm and
is currently working to prepare the firm for the adoption of SBR.

Ron van Ardenne joined Cap Gemeni in 1997, after finishing his education in Management Economics & Law in Rotterdam. Over a period of 4 years Ron gained extensive experience on the (Enterprise) Java platform and XML technology, ranging from development and application architecture up to technical project manager for development teams.

In 2001 Ron co-founded J2R Enterprise Java Solutions with two Cap Gemini colleagues. For the next three years Ron has been engaged as Enterprise Java specialist at De Nederlandsche Bank (Dutch National Bank) taking up roles as co-op team lead and technical project manager. As early as 2002 Ron started developing activities that would lead to the public launch of Batavia XBRL™ in spring 2004.

Through his extensive work on Batavia XBRL™ and participation in the XBRL International Specification Working Group Ron has gained recognition as an expert on the XBRL 2.1 standard and its applications.

Summer 2005 J2R founded Batavia XBRL BV, a new company with the objective to market the Batavia XBRL™ products and technical XBRL know-how. Ron is acting CEO and leads the company with strong focus on cost effective added value for enterprise level customers with the objective of taking a frontline position in the market for XBRL software components.

Through Batavia Ron has put XBRL software components and know-how to work for SBR programmes with the National Bank of Belgium, the Dutch Chambers of Commerce, the Dutch Tax Administration, Pinkweb Applications, the Dutch Ministry of Health, Welfare and Sport and the Netherlands SBR programme.

Ron is co-author of the Standard Validation Rules (SVR) specification and delivered successful prototypes as well as production level XBRL & SVR processor components en services.

Harm Jan van Burg is senior policy-maker of the Directorate General of the Tax and Customs Administration, part of the Netherlands' Ministry of Finance.
He is currently the programme director for the Netherlands' Standard Business Reporting Programme - a Netherlands government initiative to reduce administrative burdens. The SBR programme is also one of the programmes of "renewal of Government services" in The Netherlands.

With a degree in social sciences and having previously worked for the Dutch Post and Telecommunications, Harm Jan has been active in various roles across the Dutch Civil Service since 1983, linked mostly with corporate communications and electronic filing. He was responsible for the pioneering videotext services and the first tax administration website. He was involved in developing electronic tax filing from 1996 onwards and from 2003 till 2009 vice-chair of the intergovernmental management team for the co-ordination of e-government development in the Netherlands.
Other examples of his work areas include customs communications, chain management for tax form production and distribution, innovation and development of E-tax services.

Worldwide tax administrations are actively interested in open standards for tax interoperability. The OECD Forum on Tax Administrations (along with OASIS - the world standards organisation for e-commerce) took the initiative to form the tax-XML technical committee. Since 2003, several tax administrations, together with major software vendors and accountancy firms, have joined this committee. Harm Jan has been the promoter and chair of this committee from the outset in 2003 till it finalised its business in 2009. He was awarded the Dutch XML award for his efforts. During this time he was also chair of OASIS- E-gov for two years and presently member of the Netherlands delegation in UNCEFACT

Convinced of the added value of standardisation, focusing on increasing the efficiency and transparency in financial reporting processes between businesses and government, Harm Jan was the initiator of the Netherlands Taxonomy Project (awarded the Netherlands innovation award in 2006) - which now is proceeding as the Standard Business Reporting Programme.

Jan Ketelaar is CEO of Ketelaar Accountancy en Belastingadviseurs. The Ketelaar accounting firm is specialist in administrative and tax services for small and medium size enterprises. With 13 employees, Ketelaar services businesses in various market segments, most of them active in the Eastern part of the Netherlands.

Started in 1979 at Ernst & Young, Jan developed from a junior assistant towards an expert in accounting and tax consultancy. In 1995 he founded his own accounting firm.
He became a board member of NOAB, the Dutch organisation for administrative and tax expert bureaus in 2006 with over 800 accounting firms as members. Within NOAB, Jan is responsible for Quality Management, to advise and support the members in quality improvement regarding service provision and reporting processes.

From quality management perspective, Jan was one of the first to acknowledge the added value of Standard Business Reporting (SBR). Not only he is convinced SBR helps to reduce the administrative burden for businesses. His active involvement in the SBR Programme originates even more from the advantages SBR offer in improvement of efficiency , effectiveness and quality of small and medium size accounting firms. Jan is convinced the covenant of the Limited Corporation Tax Return, which he signed on behalf of the NOAB, will give the NOAB members a great instrument to -further- quality improvement.
